I would suspect there are legal liability issues involved in the event someone gets sick from something they brought in with them rather than something the restaurant served.

If you're talking about a buffet in Ypsi, as far as I know all of them also have a menu. And they also may not want a situation where one person at the table orders the buffet, and everyone else brings McDonald's.

Nobody bothers to come up with a sign like that until they have a problem they think requires it.
